Leash rules are there for a reason. Anyone can say "my dog always behaves and doesn't need a leash - he always responds to my commands". To that I say - there is no such thing as "always" or "never" when it comes to humans. I'm certain there is no such thing when it comes to dogs either! A pet should be on a leash whenever it is outside the RV - period. I was bit by a dog who "had never even been aggressive in his life" that was "simply sitting behise his owner around the campfire". Something startled him ( I was walking back from the bath house and the road went by his owner's site). He tore right at me. I was fortunate he was a small dog - he only bit my ankle. The owner swore up and down the dog must have been provoked by something I did. Maybe I was walking in a way he didn't like? I didn't even give him a glance! Fortunately the owner calmed down and apologized for his dog. I told him he was at fault for not having the dog on a leash. That's when I was told how well behaved the dog was and that he didn't need a leash. I told the rangers (a state park) and they cited the owner for violating the leash rule and had him leave the CG. Always wondered if the owner learned anything from the experience. I no longer have a pet (our family dog passed away long ago) but when we did, he was always on a leash. And yes, he was gentle, loving and never hurt a fly. But I know rules are created for a reason!
