Lumpty - I'm so sorry for your dog's treatment. I hope he recovers fully - both from any physical and emotional damage. Moose-dog and Bat-dog recommend a day of treats, love, and a new toy. :)
The problem is that everyone thinks that the leash law doesn't apply to THEIR dogs - for many reasons:
He's too small to be on a leash.
She is the friendliest dog in the world.
She wouldn't hurt a fly.
He will never leave my side.
He has years of advanced training.
She is afraid of the leash.
He is under voice command.
With all of those (and more that I'm sure I've missed), the ending sentence is pretty much always "if your dog has an altercation with my dog, then it's OBVIOUSLY your dog's fault".
The truth is, had YOUR dog been on a leash, YOU would have been able to pull YOUR dog out of the situation - regardless of who started it. If either dog is off leash, there is no controlling the situation. If both are on leash, then each owner can pull in opposite directions separating the dogs and not having to stick their arms/legs/faces into a snarling mess.
