My kids can get pretty rambunctious when we go camping, but we teach them not to play on other people's sites. And if they told another adult who was correcting them in an appropriate way that "your not my daddy" or "your not my mommy" then this daddy would take his son back to the camper for a little talk and some quiet time. A campground should be a combination of shared space and public space--and the kids should be taught the difference between the two. The kids should be able to roam and have fun and the adults should be able to enjoy a campfire or whatever without kids running through their sites.
We do lack manners in our culture today--both in children and adults. Anyone who doesn't think so isn't paying attention.
