OP said the place was packed, I suspect it was probably very loud all day, and probably hot given location.
Probably just wanted a little quiet time. I suspect maybe this last thing just set him off a bit. I could see myself being a little edgy.
In another circumstance may not have bugged him at all.
Don't think it makes either him or the kids bad people. Kids are just kids, but they can be annoying at times. And we adults can get a bit cranky at times
