Oh my! Gotta love dealing with the Civil Service. They are anything but civil & have little interest in giving service. It is more about how to make matters more complicated than trying to find a solution to the problem.
What is the problem with the MT registration? I take it you had it held by a MT LLC which is yours. Are they aware of why foreign nationals, with no US address to register their RVs to, use a MT holding company?
You have a thorny problem. Are there any organisations similar to Good Sams that might be able to help? The AA maybe?
