It is illegal to interact with a phone - but okay to do the exact same thing on the car's touchscreen. Seems kind of weird.
Not that I've seen every touch-screen platform, but I'm not aware of any unit that allows you to type-text or type-email. You can dial by typing or use voice-to-text, but most functions are otherwise limited.
