While the tire pressure is for load, Max Speed rating is not an opinion. It's clearly stamped into the sidewall of ST tires. Blowouts occur because of under inflation and/or heating up the tires because of running them over their speed rating.
Those are but a few of the reasons one can have a blow out... You can also OVER INFLATE and cause a blow ...Also, cheaply made tires can be inflated to proper psi and kept at or under speed rating and you can STILL have a blow out, (i.e., some of the non quality controlled China made tires as has been reported out on this forum more times than I could count.....it's not always the fault of the owner that one has a tire failure).
I agree with others. NEVER exceed cold pressure sidewall max PSI, PERIOD.
If one HAS to tow at 70mph or higher, invest in a quality LT tire if it covers RV's axle rating.
