According to Texas Parks & Wildlife, there are no black cougars in Texas and never have been.

Plus with the rounded ears that looks more like black leopard. Cougars have sharp, pointy ears.
Game warden in Laredo said they have had 8 sightings of black cats north of Laredo. He is not what is known as a Panther, it is a mutin colored Jaguar or Mutin colored couger. Down here close to the border they said the cats came across the mountains out of mexico looking for food and water and they have plenty of food here. I have seen him 3 different times and several of the drilling team have seen him also.
