Well- maybe in Europe it does.
Except for the Author's self-reported data from (only) three trips of her own, the data supporting that statement is from a study conducted in Germany. See page ten at this link.
To "equate" North American RVing with the same activity in Europe is more than a stretch. Everything about the pastime is different over there, from size of the rig/trailer to the tug towing it to speed limits through emissions restrictions and etc.
