This exact thing happened to us on our way home through Virginia, there was an accident at the mouth of a tunnel blocking all lanes for a long time.
After a while we were asked by a husband and wife if she could use the facilities, I always thought I would say no but she was pregnant so my wife and I agreed. They were barely out the door before 3 or 4 people were walking up the shoulder of the road towards us.
Trust me - say no early because it just gets harder.
