In Texas you're required to display both front and rear plates. A few years ago the state accidentally removed the punishment language from the code. So while riding around without a front plate was still illegal, the state couldn't do anything about it. Word spread and people took this to mean that Texas had dropped the 2 plate requirement. For a couple of years drivers and cops were all confused. They eventually got the language added back in and everyone had to put their front plates back on. Maybe this is another one of those situations lol.
