I think this post sums up the situation pretty well. For "destination" campgrounds, either private or government, we always make reservations during the summer travel months and we always make them for the "Big 3" holidays (Memorial Day, 4th of July, and Labor Day).
For the rest of the summer it pretty much depends on how selective you are about where you stay, whether you always want hookups, etc. If you don't mind staying at somewhat less attractive parks or not having more than an electric hookup you probably don't need to worry too much about making advance reservations UNLESS you are in the parts of the country where oil field workers are so numerous that they have taken most spots on a nearly permanent basis.
