Is it possible to transfer a RV without a title?

I came across a TT that was for sale without a title. The person who bought it new put it on a deer lease and never sent the title in. He passed away and the estate sold it without a title. I know in my state it is not possible with only a bill of sale.

    In some states a person who is in possession of it for a year or more can declare it abandoned and gain a title that way. The state will check the VIN and try to see who if anyone was ever the titled owner, if none show up, then it may be done.
    I had to do that with a jet ski trailer here in Va.
