Is this bad?

I wouldn't go through the hassle of raising that old of a trailer. Just lower the hitch head. Everything should be level (Truck, trailer, load bars) when hooked up and loaded.

Bars are to big for the load. Needs lighter bars, this will allow for proper tilt on the head and level the trailer.

That is not how bars work. Bars won't change head angle or level the trailer. There are 2 problems with that hitch setup. The head is too high and needs to be lowered to set the tongue at the proper height and level the trailer. Then the head needs to be tilted back towards the trailer so that the bars will be more parallel with the frame once tensioned up.

Am I seeing the hitch is not closed as well?

Looks nose high! also the ball tilt needs to be backed down to bring the bars down closer to parallel.
