Is this normal for a 30 amp breaker
The 20 amp breaker for the air conditioner get warm when the air is running. Is this normal?

Yes probably a little warm. If you’re concerned you can open up the panel and make sure all of the screws are tight. If you don’t feel comfortable doing this, see if you can find an electrical person to help you.
