I would agree to a certain extent, but honestly, searching through older posts for relevant information before posting a question can actually be beneficial and lead to more precise and specific questions that one might have that weren't covered.
Unfortunately alot of people view the lack of use of search engine as a sign of laziness, that individual is too lazy to read through what has already been provided and find it easier to just post the same question for the zillion and one time. It would certainly help if search engines were a bit more capable at displaying relevant results in a usable format.
