Right now, no government employee is receiving a paycheck. Those working hopefully will receive pay. If they do not come in, they will be terminated and replaced with someone that is sitting the bench. This is not a surprise to them. It is in everyone's job description as to your status. (exempt or non-exempt) What is a surprise is the length of the shut down.
Congress has already passed a bill to pay ALL government employees. The WH said they would sign the bill. The Senate leader said he will t act on the bill.
