Because we are going to give back pay to all federally paid employees that have been sent home not letting them work like SS and other departments makes no sense to me by my understanding if perhaps of no concern to those calling the shots. :B
No federal employee, whether they are home or on the job, is getting a paycheck. When you get hired for the government job, you are identified as exempt or non-exempt. Exempt employees are ones that are required for safety, law enforcement, or other functions that require 24/7 coverage. They are required to work in the event of a shut down. If they don't they lose their job.
It then takes a bill to be voted on and signed by the WH to get the employees paid. The House passed a bill (UNANOUMUSLY) to pay all government employees. The WH said they would sign it. The Senate refuses to discuss anything that the House sends over. So there is no guarantee that anyone will be paid.
