I live in Tucson AZ where it is against the law to text and drive. Since I sit up pretty high in my pickup, I can see down into other cars. In my unofficial sample, I'd say at least 1 out of 10 drivers are violating the law at any given time.
Of course it's against the law in Calif too but the penalties are not stiff enough to discourage it. Plus, the ticket does not count as a "point" on your insurance, which it should. The Cell Phone lobby took care of that. Should be at lease a $1,000 fine or more as they now rival drunk drivers in accidents and fatalities. I've had 3 cars wrecked by "distracted" drivers texting/talking on cell phones.
