I live in Tucson AZ where it is against the law to text and drive. Since I sit up pretty high in my pickup, I can see down into other cars. In my unofficial sample, I'd say at least 1 out of 10 drivers are violating the law at any given time.
I live in Oregon, same here, but think 10% is low!! Way too many sitting through lights, driving very slow, weaving, brushing curbs. Why do people figure that the least important duty in a car is driving and paying attention.
