I've been a passenger on a school bus 3x in the last 6 months, chaperoning field trips. All were trips into/around DC. I've got a GREAT view of drivers from that height. I would estimate it is more like 1 in 5 cars IS NOT texting, meaning the other 4 cars ARE TEXTING, or putting on makeup, or looking at Facebook or other internet aps. It is beyond scary. All this is in DC beltway traffic, and downtown DC.
