The other day a woman in one of those big Toyota pickups evidently got a cell call, being a good driver she stopped to answer it,in the traffic lane. Of course the horns started and I could see her put the phone down, made her right turn and stopped and picked up her phone again, still in traffic.
I answered a 911 from the DW once, didn't want to miss the call, set the phone down and then pulled over to shoulder. We do have one entry on everybody's phones that appear as 911 on the screen. There was no traffic so I answered so as not to miss it. Maybe not safe but a very calculated exception to the rule.
