If, during this swerve manouever, the TV piles on the brakes and the brake controller is any type that does not brake the trailer instantly, the trailer could push the Explorer around into a jackknife, could it not?

OMG - it's a dually! High winds, high winds - no fix for that. We owned a Hensley, drove thousands of miles with it and it performed perfectly. DH was a good driver and we never encountered a situation such as any of these. Well, we did encounter high winds but we pulled over. Any number of things could've happened in both of these situations and I'm not going to speculate one way or another.
