Gov't regulation is rarely the answer for any problem. They don't have a real good track record of imporving anything. The same license that this blogger complains about allows a 16yo to drive his dads Ferarri as well. Laws don't stop idiots from being idiots.
As for tractor trailer/bus vs RV...those are regulated because they're commercial drivers.
