Whoever is filling those cylinders for you without checking dates or condition is not doing you a favor, they're putting you at risk. Just saying.
I think the person filling them is looking at the condition and if they see a problem they wouldn't be filling them (training thing). If they are not rusting away or beat up or leaking what would be the risk?
