That can be said for a lot of areas, like coastlines (hurricanes and tsunamis); major rivers (floods); seismic areas (earthquakes) - ALL of which suffer much more damage than what a tornado produces. Not to minimize the pain and suffering in Moore - just trying to explain why they will probably choose to rebuild and stay. The biggest tornadoes destroy maybe 15-20 square miles; most do MUCH less damage. Hurricane Sandy devastated the entire eastern seaboard; but I don't read about people being told it's not a good idea to live in Boston....
