Yup I was going to say that looks like Pismo LOL. My guess? it was the area where the water comes out to the ocean that gets too high to cross in a normal vehicle at certain times of day. This guy probably tried to cross it and then got swept into the water.
Or, like already mentioned, the tide came up and pulled him in a bit.
Or, he was trying to turn around in a tight space and backed up a bit too far.
We also saw people getting stuck in the sand similar to this at Lake McConaughy in Nebraska. Out there they have a company with John Deere tractors to pull people out.
