It sounds like they are trying to catch the cheaters, and has nothing to do with seasonal residents who don't meet the requirements for permanent residence. If you qualify as a permanent resident of a state, you should be willing to pay what's necessary to live there.

They need to get money the sneaky way, instead of being up-front and clearly post it. It is like the old one horse town on a highway, the cop hides behind a bush and tickets everything that is moving 1-2mph. faster than the posted limit. I would guess they would ticket the one horse in town if going too fast.
