Correct and money has a little to do with it as well. Constables get paid based on their work. They as with any county agency have to justify their existence. Local LE will almost never bother a RV or tourist, unless your actions need attention. Constables are not LE. They have extremely limited powers.

As for the sneaky ways to get money it would be impossible to post every single law. We also don't sit behind the bushes waiting for the one going 1-2 mph over. The ticket would never fly in court. Cacoon
