Only if you're a resident of Nevada and employed in Nevada according to this official site.

Also, the $12 ID permit being mentioned is for residents, not visitors.

Folks, all this has been speculation about a year ago and no visitor fee is in any regulation. If you can post an "official" site for this so-called fee, please do.
