That is a tough one. I'd feel better if the girl was the older one. Nine year old boys are not very mature.
I'm not sure how I would handle it. I would definitely be concerned, but most likely breaking up the family may not be the best option for them if she is indeed working. We would probably talk to the mother and let her know we were available if the kids needed assistance. We'd definitely want to know where she works and how to get a hold of her in an emergency.
