I have been close to this and the very last thing I would do is call in any one that is supposed to have authority. They can only make a bad situation worse. And, they can do it very fast.
An offer assistance and offering her that if the children need something during the day, you could see about providing same might be appreciated.
If her situation is at is appears, she can probably use a friend too.
