It probably is against the law. In the state of Maryland for example, a child cannot be "left alone" under the age of 8. A child cannot "supervise" another child unless they are 13. Therefore in Maryland, this would be breaking a law.
I'm keeping my nose out of this. In my line of work I see the horrible things that human beings do to others. I see drug addicted moms using their children to pay off drug debts. I see drug addicted moms abandoning their children for days at a time to go out and get high. Then I see half the people blaming child protection for getting involved... I see the other half blaming child protection for not getting involved fast enough.
I'm not going to offer an opinion, but I know exactly what I would do to handle the situation.
