Tough call, but the children are rather young to be left on their own all day. I understand the hesitancy to involve the authorities and perhaps make a bad situation worse, but doing nothing also has potentially serious consequences. Kids playing with matches? Trying to use the stove? Stuff happens when kids are unsupervised.
Expecting the OP, or others in the campground, to fill the parental gap may also be unrealistic. I don't know what I'd do, and am glad it isn't my responsibility, but I wouldn't assume that calling Child Protective Services (or equivalent) is the worst outcome.
