langley bc. fyi ,that's canada.not usa. different laws.you have no knowledge of whats going on in the household.let sleeping dogs lie.getting the gov. authorities involved is opening up a world of hurt for that mother.that's something nobody deserves,when you have no proof of neglect.if you're really concerned,offer to watch over them.if she hasn't asked for help she probably doesn't want any.for all you know she may be hiding from an abusive partner or something along those lines.
