Hard to imagine a parent doing this with such young kids. At least the trailer is in the shade and it's fairly cool here.
This is obviously a single Mother who is trying her best under difficult circumstances to make a go of life and bring up her kids.
Unless the kids are being CLEARLY abused or are in CLEAR and PRESENT Danger than perhaps the best thing to do is mind one's own business and just keep an eye on the trailer now and then.
Anything you do, no matter how well intentioned, will only result in tragedy for this family, financial and emotional and could result in a family being torn apart. It is likely only for the summer. Let it Be.
