IMHO, I think situations like this get more benefit from the neighbors being understanding and helpful rather than calling the authorities.

agreed !! My thoughts were that she is trying to make it work... It is hard for me to say what I would do if placed in that situation , but I would hope it would be what's best for the kids...
I would hope that I would strike up a conversation with mom , see how she is , is she wacked out , or full of composure.. If all seems fine , I would offer my help to be available ONLY IF needed.. It may be reassuring to her knowing someone has her back..
On the other hand if I got a bad feeling about her during the conversation , I would let the pro's handle...
Either way , I hope that I would not jump to conclusions.. Tough call.. real tough..
