This is a really hard one IMO and I can see several sides to this. As long as the kids seem to be O.K. and not indication of any sort of abuse I think I would just keep an eye out and remain silent. Making contact or telling the Mom you are there if the kids really need something or even mentioning it to like the park management could put you in a less than favorable legal status should something happen.
