My point, from a LEO perspective, is it's not illegal till there is some type of abuse that can be proven. Anyone is more than welcome to call the cops or CPS if they feel there are children in danger. And yeah, it could cause hardship to those families if nothing is wrong and everything is hunky dory, but now there will be the stigma of a CPS investigation.
I've been in law enforcement for over 20 years. I absolutely hate child abusers or neglectful parents, and I've seen tons. But from the description I'm getting on this situation, professional inference is not needed. If the kids were dirty and starving and ran round like little hellions I may think different.
Seems to me the mother may need a friend more than anything.
