I really don't know the solution to this. There are too many variables. If the mother is truly going to work (nobody knows this for sure), I have a different feeling about this whole thing than if she is doing something else. I live in Washington and know that state daycare assistance is available.
Solution is simple for me, mind my own business. That does not mean that if I see a kid in danger I won't help, but I have not seen or heard anything to even raise alarm in this case. Perhaps give the Mom the benefit of doubt and accept that she is making the best decisions for her family and doesn't need outsiders getting in her business.
