I live in AZ and have not found that to be true. I bought my 5'er in NV, got temp transport tag and registered at AZ DMV. As for fraud in AZ, the AZ AG most certainly does go after businesses that are fraudulent. I tend to think each case is different and some win, some lose no matter what state you're in.
