I think a better idea would be an RV safety course offered in each state that would ultimately get you an insurance discount. That way people would be more motivated to take the course.
Licensing is NEVER the answer. First, the percentage of RV accidents is minimal and probably even fewer that could be connected to someone not knowing how to operate their vehicle, but more likely caused by idiots cutting off RVers. Truckers are licensed and those accidents are more frequent, but again, usually caused by ignorant drivers in cars.
Second, once you bring in licensing, you'll always bring in Government fees and administrative issues.
Third, many commercial licenses require strict medical testing that could cause many people in there retirement years to be disqualified from driving.
Fourth, enhanced driver's licenses also come with higher penalties both while driving a commercial RV and while driving a car.
Just not a good idea!
