You have to be careful when reading these general articles. Sometimes they will give the statutes requirements but leave out other little known statutes, such as ones that say "except if the vehicle is registered as a Recreational Vehicle, then it is exempt"....
There are tons of different requirements under Illinois traffic statutes, but many of them simply do not apply if your motor vehicle, or trailer is actually registered as an RV.
