More safe does not equate to more rules. Fact is when there are to many rules folks will dot the i's and cross the t's yet overlook the important stuff.
need less regulation
I was charged with the task of training a 2000 people industrial site with the concept of full compliance for a year. Almost no one in the organization believed that it was possible to fully comply in either their work lift or personnel life because there were to many requirements to function. First step was to rewrite all mandatory policies and procedures to clear format. Second step was to train all employees, Last step was to fire the ones that couldn't comply. Interesting that human resources had the greatest problem establishing what was mandatory.
