SOOOOO, SOOOOOOOO, very true. If the license is all it took, we wouldn't have so many stupid truck/bus drivers out there.
As for increasing availability.... Me thinks that anyone wanting learn more....WILL.
I think legislation gets involved when the majority of those doing, refuse to seek that additional understanding on their own. In a sense, that is my concern. It seems that more and more people are willing to load up the grocery getter, and head down the road with NOT A CLUE what the are doing. Dealer could care less, as long as they don't hit anything on the way off the lot.
WE ARE NOT REGULATING OURSELVES, it may be a matter of time when someone else decides it is time to regulate.
