What permit/licensing process would that be? What exists now doesn't seem to make a difference.
Regarding getting the basic driver's licenses... my two kids just got their driver's licenses a couple years ago. Connecticut "revamped" the licensing process a few years ago (actually, maybe 10 years?) -- it is actually surprisingly exhaustive. Months of classes, with hours on on-road practice (with an instructor). Then, after passing the classes, they get a "provisional" license and it is almost two YEARS before the teenager gets a full license and is allowed to legally have friends in the car as passengers! It does very much seem to me to be geared to making the kid go to a driving school (which, of course, parents have to pay for), but it is better than I thought it would be.
