We don't and we can't.
What you are asking can't be proven, as there has never been a test for RV'ers.
I believe, however, that is stands to reason that if someone HAD to pass a test and get an endorsement on their license to drive/tow an RV, they would be more likely learn how to properly drive/tow and RV.
It's just like when my wife and I wanted to get motorcycle endorsements. We didn't expect to just show up and wing it. We searched out motorcycle training opportunities before the test. That MAY not have made us safer motorcyclists, but I would take the odds on that one.
