As far as the water heater, gas can run without pressure but not the electric. Without pressure it will boil itself out and cook the element. For those that don't believe it shut off your water, drain the lines and leave your electric heater on for a day. Come back to let us know what happened.
T-stats will turn electric (and gas) off at 130*F/140*F or 1708F/180*F on high temp t-stat if normal fails (depending on which mfg.)
Water will not 'boil' out
Doesn't do it overnight while sleeping, over the course of day while out and about sight seeing when left on
