Frank, I think I understand this stuff.... Maybe. The local 'sky time' is the same, east coast or west coast. So a meteor shower that starts around midnight EDT would show up about midnight PST, too. It may be heaviest on the east coast, tho'. But I could be totally wrong on that. Best to confirm with the Sky & Telescope or Spaceweather websites. You can also enter '209P/LINEAR' in Google and see what hits you get.
Remember, this is a new meteor shower, so no telling what predictions will hold true.
