Stolen would be my guess. Where were the breakaway-activated brakes? How did it get away from the ball hitch AND the safety chains? Nobody in their right mind tows without those systems in place and functional. But thieves . . . .

Wonder of the tow vehicle was thrown over the trailer when it went over the edge. IMHO, not enough truck?:h
