It would seem to me that not only should pets be micro-chipped but leashed as well.
As for putting a home number on a collar I concur that it seems unwise for several scenarios. I'd rather a cell or vet's office number even if I had to pay for the use.
Unless I planned to fulltime I'd never take a pet on a vacation. JMHO.
